Program History
The CZM program funded a project implemented by the Tookany/Tacony-Frankford Watershed Partnership entitled, "Tookany/Tacony-Frankford Rain Barrel Implementation Project" in 2002. The project consisted of the implementation of rain barrels as a method of reduction of stormwater runoff. This project enlisted members of the communities in and around Philadelphia, as well as several environmental organizations to host a rain barrel(s) on their personal property or on the property of their organization. The primary goal of this project was to implement a property-level Best Management Practice (BMP) to aid in the reduction of the volume of stormwater reaching the receiving stream or to increase the length of time it takes the stormwater to reach the receiving stream. This program was a great success and there was great demand to continue and expand this program. The PWD decided to fund the rain barrel program themselves in order to help people implement these BMPs on their own property.
